A Five pointed gilt and silver star with a central medallion bearing a relief portrait of Carlos Manuel de Cspedes surrounded by a dark blue enamel ring inscribed CARLOS MANUEL DE CSPEDES 1868, with red enamel rays between each arm of the star, the reverse with the Cuban coat of arms and the inscription REPUBLICA DE CUBA CONSEJO DE ESTADO, on a pentagonal ribbon of blue with a central white stripe
