Set around the upper third of the shaft are two integral bands bearing oak leaf designs

In silver gilt, an eight point star bearing clusters of faceted rays, a white and blue enamel Saltire cross sits atop the star with a central medallion bearing a female figure encircled by the inscription AL MERITO CIVIL in blue enamel, an Imperial crown on the 12 oclock ray, the reverse with a vertical pin assembly flanked by dual stays, measures 73. 6 mm (w) x 74. 9 mm (h),
